44 Benchmarks for the HAP Standard (1) Benchmark 1: Humanitarian quality management system The agency shall establish a humanitarian quality management system. 1 The agency shall document its humanitarian accountability framework referring to all relevant internal and external accountability and quality standards, codes, guidelines, and principles committed to by the agency. 2 The agency shall demonstrate that its humanitarian quality management system enables implementation of its humanitarian accountability framework.

However, the term ‘partner’ is often reserved for those bodies with the most direct relationship with disaster survivors and beneficiaries, and which are often referred to as ‘implementing partners’.
